Introduction

Today’s environment is changing so quickly. One of the most important changes is the move toward global marketplace. More and more companies began to become global enterprises via foreign direct investment, such as importing, exporting, joint venture, licensing and so on. In the meanwhile, markets, raw materials, products, capital and human resource are becoming global resources for enterprises. Global interrelationships and interdependencies have emerged.
With the development of globalization, the characteristics of postmodern condition have emerged in society and postbureaucratic organizations. The changes of society and economy will bring great challenge to organizations and human resource management. Hence, someone mentioned, “the key challenge to HRM in the 21st century will be facilitate cultural change within organizations so as to cope with resultant uncertainties.”
